would a type 94 have been issued to a field officer or would that have more like the type 14?

While rifles were issued, pistols were normally a private purchase. An officer could decide whether he wanted to carry a sword or a pistol or both. I think in deciding, you may want to consider time period as well as branch of service. For an earlier display, the type 14. For a tanker or pilot or paratrooper, a 94 might work. generally there were a whole lot more 14's than 94's, so the 14's the safer bet.

baby and papa would be more appropriate for a field office who had been in prior to WWII. boot tenants during WWII would more likely have been purchasing the T-14. tankers and pilots would more likely have been purchasing the T-94

A lot of Japanese officers also bought foreign pistols like the Mauser 1910 and 1914 and the FN Browning 1910.
