WW I ROTC, WI uniform

I was at a flee market and ran into this ROTC, WW I uniform with Wisconsin Badger state buttons and wool patches for the huge price of $25 :o

So I grabbed it. One does not see too many ROTC uniforms, especially WW I dated ones.
On this first photo the color is off due to a flash. The second photo is an accurate color of the uniform. the star patch is a ROTC thing but the red triangle shoulder patch is unknown. I am not sure if this uniform is a 1917 Badger Battalion uniform from The University of Madison of not???

On the left sleeve is a ROTC star meant to be worn on the sleeve of ROTC uniforms. There are blue, red, and gold stars.
