I bought a Del To Ar 10 in 308 and need a good pinker load in a 16 inch barrel. I would like to use Imr 4064 with a 150 grain bullet I also have 3 pounds of imr 4895. I realize in a 16 inch barrel it won't be a match rifle but still loads of fun to shoot

Just personal opinion but I think 4064 is way to slow for a 16" barrel. It may function OK but you'll be blowing a giant fireball out of the muzzle and your velocities will be low. 4895 would be better but you probably want to go with 3031. However, since you have plenty of 4895 powder on hand, a good plinking load for a 150 grain bullet should be 40.0 grains of 4895 powder in COMMERCIAL cases. This should translate to something like 38.5 grains of 4895 in military cases.

It has been my experience that many, if not most, AR-10's are chambered for .308 Win. and have smaller SAAMI chambers than mil-spec chambers. The result for me is that I absolutely have to use a small base sizing die with military cases or experience frequent malfunctions of the bolt going all the way home. Using a small base sizer die solved those problems for me.

If you don't want the expense of having to buy a small base sizing die then my advice is to stick with commercial cases. As with everything, YMMV.
