Appear to be strawed, safety, magazine catch, and the trigger along with other internal parts. Much like a few P08s I've seen, Is this normal? Would the Japanese who made rifle stocks two pieced because of lack of materials do this?

I know this is a late response to your post, but since no one else had responded, I'll give you my 2 cents worth.

I recently acquired a 1944 Type 14 with many parts that also appeared strawed. I think this is simply a result of the bluing process used. Later in the war I suspect some shortcuts were used and maybe some parts did not undergo the full bluing process. The result is partially bluing or straw-looking parts. Plus some of it is just wear as overtime of various parts.
